I. CALL TO ORDER -- [0:00:03]: Chair Robert Finley called the meeting to order at 6:04 p.m.
Quorum was established with 14 members present. Note -- This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Jillian Anderson, Lisa Cabanero, Shotaro Dabbs, Stephanie Easly, Louis Erteschik, Melissa Filek, Robert Finley, Kathryn Henski, Daniel Jacob, Ken Jacob, Jeff Merz, Greg Misakian, Chad Snater, Sarah Worth, and Rolf Nordahl (6:40 p.m.).
Board Members Absent: Robert Boyack and Katherine Li.

Mayor Rick Blangiardi's Representative -- [0:40:31]: Director Nola Miyasaki provided the report and highlighted the following: the arrival of 17 new life-saving vehicles marks a historic day for Honolulu's Emergency Medical Services; Mayor Blangiardi and U.S. military leaders participate in annual Memorial Day remembrance ceremony at Punchbowl; and responses to questions asked in the previous meeting.

Council Chair Tommy Waters -- [1:29:08]: Kevin Imanaka provided the report and highlighted the following: the council passed budget chair Tyler Dos Santos-Tam's version of the FY2026 operating capital, and it is being reviewed by the mayor; Bill 4625 was introduced by Chair Waters and Augie Tulba to strengthen HPD's communications with the public; Bill 46 will be heard in the next public safety committee at the end of June; and Councilmember Waters will be doing a walkthrough through Waikīkī to review the progress that the Waikīkī Business Improvement District (WBID) and HPD are making to improve comfort and safety in the area.

Presentation to update Waikiki Neighborhood on Commercial Events that impact the community -- [1:52:21]: Rick Egged provided a report and highlighted the following: information regarding the Sunset on the Beach events, and $5 million was budgeted for the Waikīkī Resilience and sea level rise adaptation project.

State of Hawaii Proposed Waikīkī Safety Project -- [1:59:22]: Postponed to the next agenda.
Legislation Report -- Permitted Interaction Group [1:59:43]: Member Anderson, Erteschik, and Ken Jacob provided an update on the bills that the Waikiki Neighborhood Board has backed. Seven of the 21 legislation endorsed by the board have moved through the legislature, three have been signed into law, and four are expected to be approved in the coming week.

Discussion Followed.

Jacob, Merz, Nordahl, and Snater; ABSTAIN: None) -- [2:55:14].
IX. APPROVAL OF MINUTES -- [2:56:27]
Tuesday, April 8, 2025 and Tuesday, May 13, 2025 Regular meeting written summary for video recording -- [2:56:27]: Member Worth provided edits to the minutes. [2:56:28] -- D. Jacob MOVED and Erteschik SECONDED to adopt the Tuesday, April 9, 2025 and Tuesday, May 13, 2025 regular meeting summary with amendments. Discussion followed, the board conducted a roll call vote. The motion WAS ADOPTED; 13-1-0 (AYE: Anderson, Boyack, Li, Dabbs, Erteschik, Filek, Finley, Henski, D. Jacob, K. Jacob, Merz, Nordahl, Snater, and Worth; NO: Misakian; ABSTAIN: None) -- [2:58:19].
