I. CALL TO ORDER -- [0:00:01]: Chair Robert Finley called the meeting to order at 6:01 p.m.
Quorum was established with 10 members present. Note -- This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Jillian Anderson, Robert Boyack, Stephanie Easley, Louis Erteschik, Robert Finley, Kathryn Henski, Daniel Jacob, Ken Jacob, Greg Misakian, Chad Snater, and Katheryn Li (appointed 6:34 p.m.)
Board Members Absent: Lisa Cabanero, Shotaro Dabbs, Melissa Filek, Jeffery Merz, Sarah Worth, and Mark Howard.

[0:00:12] Chair Finley announced that Member Howard voluntarily resigned the board and Member Cabanero is unable to attend the meeting.

Honolulu Fire Department -- [0:00:25]: Fire Captain Lee K. Marquez provided the statistics for the month of February 2025 and the safety tips for March 2025 regarding Smoke Alarms.

[0:24:25] -- Tracey Bender announced the First Hawaiian 40th Anniversary Troy Barbosa Law Enforcement Torch Run on Friday, June 6, 2025, at Fort DeRussy.
Board of Water Supply (BWS) -- [0:27:22]: Dominic Dias provided the report and highlighted the following: one 6-inch main break fronting 1648 Ala Moana Blvd and the general water announcement regarding the Board of Water Supply is hiring.

One Vacancy Sub District 3 -- [0:29:36]: [0:29:45] -- Member Erteschik nominates Katheryn Li. Katheryn Li provided information about herself. Hearing no discussion, the Board conducted a voice vote. Katheryn Li was appointed to subdistrict 3. 10-0-0 (AYE: Anderson, Boyack, Easly, Erteschik, Finley, Henski, D. Jacob, K. Jacob, Misakian, and Snater; NO: None; ABSTAIN: None) -- [0:31:28].
[0:32:50] -- Chair Finley called for a recess to allow the Neighborhood Assistant (NA) to administer the Oath of Office to Li. Katheryn Li entered the meeting, 11 members present.

Kalia Road Reconstruction Project. 9-10 Month U.S. Army Project -- [0:37:04]: Nathan Wilkes of the U.S. Army Garrison Hawaii Public Affairs provided a presentation of a Kalia Road Repaving & Sidewalk Repair project. The presentation highlighted the following: the U.S. Army Corps of Engineers will be repairing and replacing Kalia Road between Paoa Place and Saratoga Road; repairing deteriorated sidewalk panels at various locations on Fort DeRussy Campus; the work will occur on weekdays; the project will start on March 18, 2025, and is estimated to be completed by November 2025; and bus routes using Kalia Road will be affected by this project.

City Department of Transportation. Results of the public stakeholders meeting in November about the Ala Wai Pedestrian Bridge Project -- [0:49:59]: Director Roger Morton and Peter of the Department of Transportation Services provided updates regarding the Ala Wai Bridge Project. The presentation highlighted the following: A Design-Build approach was chosen for the project; DTS has been soliciting design alternatives to the current cable-stayed bridge design; a Public Charrette was held from November 20 to November 23 in 2024; the Existing Comfort Station Reconfiguration; and the CCH fiscal year 2025 budget includes $1 million for the construction of a new canoe hālau adjacent to the bridge.

Proposed Hawaii Waterman's Center at the Ala Wai Boat Harbor -- [1:37:53]: President of Ikaika Hawaii Shelley Oates-Wilding provided a presentation of a proposed Hawaii Waterman's Center at the Ala Wai Boat Harbor. The purpose of the proposed project is for the Ikaika Hawaii Waterman program to have a permanent location to continue to educate children and teens about canoeing, rowing, ocean safety, and stewardship. Their vision is to revitalize the Ala Wai Small Boat Harbor into a public, multipurpose center to benefit the local community.

Mayor Rick Blangiardi's Representative -- [1:54:34]: Director Nola Miyasaki provided the report and highlighted the following: The City's Wahi Pana art initiative makes its debut, celebrating Oʻahu's cultural and historical sites and responses to questions asked in the previous meeting.
