I. CALL TO ORDER -- [0:00:01]: 6:02 p.m.

Chair Pro-Tem Robert Finley called the meeting to order at 6:04 p.m. Quorum was NOT established with 7 members present. Note -- This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Stephanie Easly, Louis Erteschik, Robert Finley, Daniel Jacob, Ken Jacob, Greg Misakian, Sarah Worth, Jeff Merz (6:04 p.m.), Shotaro Dabbs (6:07 p.m.), Robert Boyack (6:11 p.m.), Chad Snater (6:11 p.m.), and Kathryn Henski (6:16 p.m.),

Board Members Absent: Jillian Anderson, Michael Brown, Lisa Cabanero, Melissa Filek, and Mark Howard.

Guests: Fire Captain Shiroma (Honolulu Fire Department); Lieutenant B. Honolulu Police Department -- [0:09:06]: Lt B. Arita provided the statistics for the month of July 2024; the safety tips for August 2024 including if you see anything Suspicious don't hesitate to call 911; the revamping of the citizen Patrol on Saturday, August 24, 2024 at the Kapiʻolani Bandstand at 9:00 a.m.; possible Local 5 voting to strike; and response to questions asked at the meeting.

Board of Water Supply -- [0:33:04]: Dominic Dias provided the report and highlighted the following: no main breaks for the month of July 2024; no construction projects; and the general water announcement regarding Board of Water Supply household questionnaire.

Election of Officers -- Secretary -- [0:38:53]: [0:39:05] -- Henski nominated Filek for Secretary. Due to Filek not attending the meeting and no further nominations, this item was postponed to the next meeting.

Election of Officers -- Treasurer -- [0:39:53]: [0:40:02] -- Jacob (Daniel) self-nominated himself for Treasurer. Discussion Followed, the board conducted show of hands. Jacob (Daniel) was elected as Treasurer; 10-2 (Jacob (Daniel): Boyack, Dabbs, Easley, Erteschik, Finley, Henski, Jacob (Daniel), Jacob (Ken), Merz, and Snater; Abstain: Misakian and Worth) -- [0:42:07].

[0:45:32]: Merz self nominates himself for Vice Chair Subdistrict 1. [0:45:53] Worth self nominates herself for Vice Chair Subdistrict 1. Hearing no further nominations, the board conducted a roll call vote. Merz is elected as Vice Chair Subdistrict 1; 9-3-0 (Merz: Boyack, Dabbs, Erteschik, Finely, Henski, Jacob (Daniel), Jacob (Ken), Merz, and Snater; Sarah: Easly, Misakian, and Worth; Abstain: None) -- [0:46:54]

IV. CITIZENS CONCERNS NOT COVERED IN REGULAR AGENDA -- [0:48:22]:

Criminal Activity -- [0:48: 38]: Resident John Goonzman raised concerns on the criminal activity Waikīkī.

Homeless population -- [0:49:38]: Resident John Goonzman raised concerns of state officials misleading the homeless population increase.

Police Committee -- [0:50:35]: Jacob (Daniel) asked to bring back the possible police committee.

Department of Land and Natural Resources (DLNR) -- [0:52:35]: Daniel Jacobs questions DLNR spending 258 million dollars for the Revitalization of Waikīkī and the Board can provide input to better Waikīkī.

Street Closure -- [0:54:05]: Resident Tim raised concerns on Bill 50 in regards street closure and provided a suggestions on how the police should handle traffic during street closure events.

Waikīkī improvement -- [0:57:07]: Resident Wiencek commented on the need to keep pushing for the betterment of Waikīkī.

Mayor Rick Blangiardi's Representative -- [1:02:27]: Chair Finely provided the Mayor's report and answers to questions asked in the previous meeting. Finely highlighted the following: The City continues to add new treatment options for Oahu's chronically homeless population; remembrance of Honolulu lifeguard Tamayo Perry; new acting director of the Honolulu Ocean Safety Department is sworn in at Honolulu Hale; unveiling the new trash cans designed to keep trash off of Oahu beaches; restoration work concludes on the Mahatma Gandhi statue near the Honolulu Zoo; and the Fire Department Response Mapping.

Council Chair Tommy Waters -- [1:10:14]: Keola Fisher provided the report and highlighted the following: updates on Bill 50 relating to street parade festivals; on Monday, August 12, 2024 Chair Waters and Councilmember Say jointly hosted the council district 4 and 5 discussing planning and the economy at Kaimuki High School; Honolulu City Council will be hosting the 2024 Hawaii State Association of Counties annual conference on Tuesday, September 17 2024 through Friday, September 20, 2024 at the Kahala Hotel; and updates on 1615 Ala Wai Blvd redevelopment, 1701 Ala Wai Blvd graffiti, and missing signs on Cleghorn Street.

VIII. WAIKĪKĪ IMPOVEMENTS ASSOCIATION -- [1:59:33]:

Waikīkī Improvement Association -- [1:59:52]: Rick Egged informed the community about the transfer of the projects of Waikīkī beach improvements from DLNR to the Department of Business Economic Development and Tourism; announced two parades for the month of September on Kalākaua Ave; information about Bill 50 regarding the proliferation of for-profit parades; and information regarding commercialization on Waikīkī Beach.

IX. BOARD BUSINESS -- [2:15:46]:

AT&T (communications company) request to add Mobile Phone equipment to existing poles in Waikīkī Area -- [2:20:25]: AT&T representative Elizabeth S. Clements announced that AT&T received a preliminary approval from the Department of Facility maintenance to attach 21 5g small cells on top of light poles on Kalākaua Avenue, Kūhiō Avenue, and a few near the Ewa side of Waikīkī. The purpose of these small cells is to taking demand from their traditional cell sites and increase capacity around the Waikīkī area due to the population high demand for wireless network.

Creation of a Permitted Interaction Group (PIG) to prepare a list of proposed legislation actions for the board to support of oppose in the 2025 State Legislature -- [2:39:39]:

[2:40:20] -- Jacob (Ken) MOVED and Merz SECONDED to create a Permitted Interaction Group (PIG) to prepare a list of proposed actions for the board to support or oppose in the 2025 State Legislature. Hearing no further discussion, the board conducted a show of hands, the motion WAS Adopted; 12-0-0 (Aye: Boyack, Dabbs, Easly, Erteschik, Finely, Henski, Jacob (Daniel), Jacob (Ken), Merz, Misakian, Snater, and Worth; Nay: None; Abstain: None) -- [2:40:36].

[2:41:04] -- Finely MOVED and Jacob (Daniel) SECONDED for Jacob (Ken) to be the Chair of the PIG and to have Erteschik and Anderson to be part of the PIG. [2:41:58] -- Henski MOVED to Call the Question. Due to there being no SECONDED the motion was dismissed. Discussion followed. The board conducted a show of hands, the motion WAS Adopted; 12-0-0 (Aye: Boyack, Dabbs, Easly, Erteschik, Finely, Henski, Jacob (Daniel), Jacob (Ken), Merz, Misakian, Snater, and Worth; Nay: None; Abstain: None) -- [2:44:17].

Hearing no further discussion, the board conducted a show of hands, the motion WAS Adopted; 11-0-1 (Aye: Boyack, Dabbs, Erteschik, Finely, Henski, Jacob (Daniel), Jacob (Ken), Merz, Misakian, Snater, and Worth; Nay: None; Abstain: Easly) -- [2:45:32].
