New HNL 311 System Makes Reporting City Issues Easier And More Efficient.

HONOLULU -- Reporting city issues like malfunctioning streetlights, cracked sidewalks or clogged storm drains is now easier than ever with the new and improved HNL 311 website and mobile app, which the City and County of Honolulu unveiled on Monday.

The new HNL 311 system enhances citizen participation and makes city services easier to access, allowing residents and visitors to submit service requests via a mobile app or website. Those service requests are then automatically routed directly to the appropriate city departments for resolution. Additionally, users have the option to track their service requests and receive notifications when the requested service has been assigned and completed.

Developed entirely in-house by the City's Department of Information Technology (DIT), HNL 311 is designed to be simple, accessible and efficient.

"This update delivers a seamless way for residents to report City concerns without having to navigate through various department channels and websites," said Brian McKee, Director of the City's Department of Information Technology. "We continuously look for ways to help improve customer experience when interacting with City services, and these enhancements to HNL 311 are a step toward improving our processes in order to provide a mobile application that works the way residents expect."

HNL 311 provides access to more than 70 service categories, each of which are configured to be sent directly to the department responsible for addressing those types of services issues. Users can submit requests by selecting a service, pinpointing a location where that service is needed (by dropping a pin or entering an address), adding details or photos, and hitting "submit." Once submitted, users will receive a confirmation number, allowing them to track the status of their request.

Key improvements to HNL 311 include:

  • Unified HNL Info Login: Users can now log in to HNL 311 with their existing HNL Info account. A single, city-wide login will now be used across multiple City applications, providing a unified and convenient access experience.
  • Modernized Interface: The newsimple, mobile-responsive design for both the HNL 311 mobile app and web platform provides a quick and easy-to-use system.
  • Streamlined Service Request Submission: The reporting process is more efficient and user-friendly. Users can type a few keywords to quickly find and select the appropriate service type.
  • Duplicate Prevention Map View: When a user selects a service type, the system automatically displays nearby existing requests on the map of similar types, reducing duplicate submissions, increasing efficiency by responding departments and increasing transparency for the public.
  • See What's Happening: Stay informed with clear visibility into request updates and activity.
