I. CALL TO ORDER -- [0:00:15]: 6:04 p.m.

Chair Robert Finley called the meeting to order at 6:04 p.m. Quorum was established with 13 members present. Note -- This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Sunshine Law Complaint -- [ 0:00:26]: Deputy Dylan Whitsell from the Neighborhood Commission Office informed the board of a complaint received from the Office of Information Practice regarding the meeting's agenda items and potential impacts to the agenda.

Mayor Rick Blangiardi's Representative -- [1:32:01]: Director Nola Miyasaki provided the Mayor's report and answers to questions asked in the previous meeting. Director Miyasaki highlighted the following: the city is taking the title to Kalaeloa Lands; the installation of solar panels at the Blaisdell Center parking structure; the celebration of the Skyline 1-year anniversary; and the City opens the Lēʻahi Behavioral and Medical Respite. Council Chair Tommy Waters -- [2:01:49]: Keola Fisher provided the report and highlighted the following: Mayor Blangiardi signed the budget bills for the City's Fiscal Year 2025; the Honolulu City Council Honored the Waikīkiī Business Improvement District Association during the Aloha Ambassador Second Chance program; Chair Waters is looking into Feasibility and partnership to install beach lockers in Waikīkī; the removal of public pay phones from City Parks; the unveiling of three specialty trash cans along Kūhiō Beach Park; the Rehabilitation of Kahala Avenue re-pavement updates; and the mayor will be addressing concerns about the low garbage truck drivers. XI. NEW BOARD BUSINESS -- [2:15:46]:

Future Waikīkī Community Center Housing Project [2:16:25]: Caroline Hayashi provided background information on Waikīkī Community Center and its potential future projects. The Waikīkī Community Center's vision for serving the holistic needs of the community and their mission is to take care of the kapuna, keiki, and the community as Ohana. The Waikīkī Community Center has provided vital services for the community for more than 46 years. Due to the current state of the facility and the change of community needs, the Community Center are currently in preliminary discussion with the Department of Land Natural Resources (DLNR) and the Hawaii Housing and Finance Developer Corporation (HHFDC) to update and modernize the Community Center's facilities and to potentially have an affordable housing component on the campus.
