I. CALL TO ORDER -- [0:00:15]: 6:00 p.m.

Chair Robert Finley called the meeting to order at 6:00 p.m. Quorum was established with 13 members present. Note -- This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Honolulu Police Department (HPD) District 6 -- [0:01:42]: Lieutenant Arita provided the report and updates on the Community Concern projects for the first quarter of the year.     • March 2024 Statistics: There were 4 robberies, 9 burglaries, 164 thefts, 16 unauthorized entries into motor vehicle (UEMV's), 31 assaults, 3 sex crimes, 7 speeding citations, 1,999 parking citations, 1 loud muffler,

Board of Water Supply (BWS) -- [0:28:38]: Dominic Dias announced that BWS is partnering with Hardware Hawaii

Oahu's Neighborhood Board system -- Established 1973


for the annual Detect-A-Leak Week campaign from Sunday, April 14, 2024 through Saturday, April 20, 2024. BWS will have an information booth on Wednesday, April 17, 2024 from 11:30 a.m. to 1:00 p.m. at Tamarind Park/Bishop Square in Downtown Honolulu. [0:33:46] Finely MOVED Worth SECONDED to appoint K. Jacobs as Timekeeper for No. 9 Waikīkī Neighborhood Board. The board conducted a voice vote.   1. CITIZENS CONCERNS NOT COVERED IN REGULAR AGENDA -- [0:34:42]:

Trash Pickup Noise -- [0:35:07]: Resident Manglicmot raised concerns on the noise due to the early trash pick up in Waikīkī and asked the board to join the Dignity Day event on Sunday April 14, 2024 noon at the Duke Kahanamoku Statue.

Waikīkī Safety -- [0:37:02]: Resident Deutzman addressed homeless and criminal activity.

Street Closures -- [0:39:09]: Resident Garry addressed the need for action regarding excessive street closures.

Feral Chickens -- [0:41:26]: Resident Berke inquired about what a resident's options are to address feral chickens on private land.

Grease Container -- [0:43:44]: Resident Steiner raised concerns that the restaurant, Sushi Spot, leaves their grease container on Liliuokalani Street and people use it to throw away trash.

Resolution Announcement -- [0:45:12]: Resident Ruby announce and asked for two Resolutions to be presented in the next Waikīkī meeting.

Community Reminder -- [0:47:12]: Executive Secretary LLoyd Yonenaka of the Neighborhood Commission Office, reminded the community of the purpose and duties of the Neighborhood Board.

Director Miyasaki highlighted the following: staffing first responders; reducing the backlog for the Department of Planning and Permitting; the Royal Hawaiian Band moves to Waikīkī Vista; and Sunday, March 10, 2024 Mayor Blangiardi served as Grand Marshal for the 28th Honolulu

  1. WAIKIKI IMPROVEMENT ASSOCIATION -- [1:51:04]:

Traffic Warning: Rick Egged reminded residents to watch out for traffic due to the Hapalua event happening on Sunday April 14, 2024 from 4:00 a.m. until noon.

  1. BOARD BUSINESS -- [1:54:29]:

Park Hotels, Hilton Ala Moana Tower Project -- [1:54:29]: Jeff Overton, Johnathan Hughes, Debi Bishop, and Norman Hong presented Ala Moana Hotel Project located at the Hilton Village. The presentation highlights a new 36 stories tall Hilton hotel located alongside of Ala Moana Boulevard. The hotel's plans include: a flagship ABC store; expansion of the existing Kalia pool, recreational room; direct access to the parking structure to minimize traffic on Ala Moana Blvd; hosting monthly public festivals to support local artists; and a 2025 construction start.

[2:17:07] -- Erteschik MOVED and Boyack SECONDED to support the Parks Hotel, Hilton Ala Moana Tower Project. Discussion Followed. Misakian raised Sunshine Law concerns regarding the agenda not complying with the public's right to proper notification. Executive Secretary Yonenaka confirmed that an agenda must list a motion to support as a resolution.

Chair's Report -- [2:29:12]: Chair Finely announced that Kalia Road will be resurfaced by the aAmy and will start in

Late December 2024 or January 2025. The resurfacing project will last 6 months. Chair Finely announced the passing of a former board member, Dave Benson.
