I. CALL TO ORDER - [0:00:00]: 6:00 p.m.

Chair Robert Finley called the meeting to order at 6:00 p.m. Quorum was established with 14 members present. Note - This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Absent: Robert Boyack and Jomel Duldulao.

II. CITY MONTHLY REPORTS - [0:00:09]:

• February 2024 Statistics: There were two (2) nuisances fires; four (4) Cooking fires; 14 activated alarms, 174 medical calls, one (1) motor vehicle collision with pedestrian, six (6) motor vehicle crash/collisions, and one (1) hazardous materials incident.

• Safety Tips: Smoke Alarms. They are important make sure you keep them in check, have batteries tested monthly, and the Community Relations Office can help set up smoke alarm in your home.

Honolulu Police Department (HPD) District 6 - [0:02:34]: Lieutenant Steve Ono provided the report.

February 2023 Statistics: There were four (4) robberies, 11 burglaries, 132 thefts, 17 unauthorized entries into motor vehicle (UEMV's), 45 assaults, six (6) sex crimes, nine (9) speeding citations, 1,857 parking citations, one (1) loud muffler, 33 citation for park closures, three (3) arrests for park closures, and 4,246 total calls for service. Community Policing Briefing - [0:18:28]: No representative present.

Kapahulu Safety Briefing - [0:18:43]: No representative present.

Board of Water Supply (BWS) - [0:19:10]: Domonic Dias reported one 12-inch main break in February 6, 2024 fronting Paoakalani Avenue. Dias announced that BWS is observing World Water Day on Friday, March 22, 2024. Business Improvement Updates - [0:23:43]: Director Trevor Abarzua announced an unveiling of 30 new trash cans that will be placed throughout Kuhio Beach Park with the Mayor's Office and Parks Department in July.

Road Re-pavement - [0:32:26]: Resident Bailey raised concerns that the road on 2452 Tusitala Street needs to be repaved correctly. The road has potholes, cracks, rubble, and uneven surfaces.

No Parking Indication - [0:35:09]: Resident Berke asked for a no parking sign indication on the other side of Tusitala.

Mayor Rick Blangiardi's Representative - [0:54:44]: Director Nola Miyasaki provided the Mayor's report and answered questions asked from the previous meetings. Director Miyasaki announced the following: the Mayor's Town Hall for Waikiki will be at the Manoa District Park Gymnasium on Thursday, April 25, 2024; a newly elected Chief of Staff; two City departments are undertaking LGBTQ+ sensitivity training; the Office of Economic

Council Chair Tommy Waters - [1:10:12]: A representative of Council Chair Tommy Waters Representative provided the report. He announced the Department of Design and Construction (DDC) Park's CIP budget for Waikiki Surf Rack and the rescheduling of March full City Council meeting. He provided legislative updates to Bill 5 relating to noise control, Resolution 2430 requesting installation and maintenance of low flow fixtures at city parks, Resolution 2431 requesting to update the City Council on the billing of Ambulance services, and Resolution 2050 regarding the establishment of Department of Ocean Safety. Senator Sharon Moriwaki - [1:19:28]: Charles Izumoto provided the report and highlighted the following: Senate Bill (SB) 2347 in regards to repeat violent misdemeanor crime against a person becomes a felony; SB 2532/House Bill (HB) 2311 clarifies that thefts committed in a condo's common area constitutes as burglary; and the introduction of five Caucus Bills. Waikiki Improvements Association - [1:25:19]: Rick Egged announced a $650,000 small scale sand replenishment project at Fort DeRussy.

[2:01:21] - Filek MOVED and Howard SECONDED to oppose the intent of HB 2081. Discussion Followed. The board conducted a roll call vote. The motion WAS ADOPTED. 11-0-4 (Aye: Anderson, Cabanero, Brown, Dabbs, Filek, Finley, Henski, K. Jacob, Merz, Howard, and Snater; No: None; Abstain: Erteschik, D. Condominiums/Condominium Association: SB 2726 and HB 1814 - [2:07:51]: Discussion Followed.

[2:08:59] - Finley MOVED and D. Jacob SECONDED to support the intent of SB 2726 and HB 1814. Discussion Followed. The board conducted a roll call vote. The motion WAS ADOPTED. 14-0-1 (Aye: Anderson, Brown, Cabanero, Dabbs, Erteschik, Filek, Finley, Henski, D. Jacob, K. Representative Adrian Tam - [2:13:07]: Representative Adrian Tam provided the report. Representative Tam highlighted Bills HB 2686/SB 3232 in regards to insurance coverage on condominiums and HB 2801/SB 2727 creates an Innovation Loan Program to lower maintenances fees due to plumbing and piping issues.

[2:17:32] - D. Jacob MOVED and K. Jacob SECONDED to support the intent of SB 2727. Hearing no further discussion, the board conducted a roll call vote. Representative Adrian Tam - (Continued) - [2:19:30]: Representative Tam continued with the report and highlighted the following: for issues with feral chickens call the City's Pest Control; Pau Hana place are taking steps to reduce the noise issue; and the noise camera bill, HB 2065, had been passed out of the Senate Transportation Committee. Oahu Resilience Hubs (Action 15) - [2:23:33]: Dr. Miku Lenentine presentation provided updates of the Oahu Resilience Hubs (Action 15). The project focuses on placing hubs around the island that the community can use for short term emergencies and non-emergencies. The hubs will provide access to services, programs, resources, and opportunities for community members. They currently have 156 potential hub locations identified by the Community.
