I. CALL TO ORDER - [0:00:02]: 6:03 p.m.

Chair Robert Finley called the meeting to order at 6:03 p.m. Quorum was established with members present. Note - This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Jillian Anderson, Lisa Cabanero, Shotaro Dabbs, Louis Erteschik, Melissa Filek, Robert Finley, Kathryn Henski (6:03 p.m. - 7:40 p.m), Daniel Jacob, Ken Jacob, Jeff Merz, Greg Misakian, Mark Howard, Sarah Worth, Chad Snater (6:14 p.m. - 7:37 p.m).

Board Members Absent: Robert Boyack, Michael Brown, and Jomel Duldulao.

II. CITY MONTHLY REPORTS - [0:00:38]

Honolulu Fire Department (HFD) - [0:00:40]: No representative present; a report can be found at: https://drive.google.com/file/d/1f5gLQLGg8tIAzokaUwC7o94JR5AP8LcT/view?usp=drive_link Chair Finley stated HFD is following the new siren law and whether a siren is necessary is at the driver's discretion. December 2023 Statistics: one (1) robbery, eight (8) burglaries, 127 thefts, 15 unauthorized entries into motor vehicles (UEMVs), 34 assaults, five (5) sex crimes, seven (7) bike/skateboard on sidewalks, 23 speeding citations, 1,693 parking citations, nine (9) loud mufflers, 41 arrests for park closures, and 4,417 total calls for service. Board of Water Supply (BWS) - [0:13:52]: Steven Norstrom and Ernie Lau provided the report and a presentation, which can be found at: https://drive.google.com/file/d/1JIHBPqIGqlXhCCMrUe2Un-xHJDUInQQV/view?usp=drive_link. Normstorm highlighted that there were no main breaks for January 2024 and announced an increase in rebates to $100 on low flush toilets. Ernie Lau's presentation explained the BWS customer classes' projected increases of water rates for the next 5-and-a-half-year (5.5 year) period and outlined necessary repair projects. III. CITIZENS CONCERNS NOT COVERED IN REGULAR AGENDA - [0:29:00]

Bike Lane and Road Restriping - [0:30:40]: Resident Amy Amen raised concerns that the bike lanes and roads need to be restriped on Kuhio Street and Kal kaua Avenue.

Street Closure - [0:32:23]: Resident Tim Gary raised concerns in relation to the large number of parades and street closures.

IV. PUBLIC EVENTS - [0:33:13]: Chair Finley announced the following public, street closure events:

VI. ELECTED OFFICIALS OR OFFICIALS' REPRESENTATIVES - [0:34:23]

City and City Council Chair Tommy Waters - [0:44:33]: April Coloretti provided the report, which can be found at: https://drive.google.com/file/d/1cvImhy6U9NupLYgPBvXW-7WELvFxmd9X/view?usp=drive_link. Coloretti highlighted the following: adoption of Resolution 23-162, Bill 40 and 61; introduction of Resolution 24-30 and 24-31; primary urban center watershed management plan review draft; city's acquisition of 1615 Ala Wai Boulevard; CIP project report received by the Department of Design and Construction; Chair Waters accompanied the Waikiki Business Improvement District Association and the Department of Facilities Maintenance on a walk around Waikiki; and provided answers to questions from the previous meeting. Senator Moriwaki highlighted the following: introduction of bills in regards to crime, homelessness, excessive noise, and sea level rise; the Waikiki Resilience & SLR adaptation; and focusing on repairing the defunct Kawehewehe Beach Walkway in Waikiki. Representative Tam updated that he is working on constituent concerns including the monitoring with Council Chair Waters of the abandoned lot at 1701 Ala Wai Boulevard and stated that there are no laws restricting smoking on sidewalks. Questions, comments, and concerns followed - [1:11:46].

Governor Josh Green's Representative - [1:14:00]: No representative.

Motion To Consider Placing The Resolution Regarding The Proposed Ala Wai Canal 180-Foot-Tall

Tower/Cable-Stayed Pedestrian Bridge At University Ave And Kalaimoku on the March 2024 Regular Waikiki Neighborhood Board meeting agenda - [1:14:14]:

[1:14:41] - Misakian MOVED and Secretary Worth SECONDED placing the Resolution Regarding the Proposed Ala Wai Canal 180-Foot-Tall Tower/Cable-Stayed Pedestrian Bridge at University Avenue and Kalaimoku Street. on the March 2024 Regular Waikiki Neighborhood Board Meeting Agenda. Discussion began.

[1:21:38] - Henski MOVED and K. Jacob SECONDED Motion To Call To Question To End The Debate. Concerns were noted of the motion's validity when testimony from some Board Members was accepted while requests to testify by the Secretary and Vice Chair were denied. Upon a roll call vote, the motion WAS ADOPTED. 12-2-0 (Aye: Anderson, Cabanero, Dabbs, Erteschik, Filek, Finley, Henski, D. Jacob, K. Jacob, Merz, Howard, and Snater; No: Misakian and Worth; Abstain: none) [1:27:04].

[1:14:04] - Misakian MOVED and Worth SECONDED placing Resolution For The Proposed Ala Wai Canal Pedestrian Bridge (At University Avenue and Kalaimoku Street) on the March 2024 Regular Waikiki Neighborhood Board Meeting Agenda. Upon a roll call vote, the motion WAS ADOPTED. 2-11-0 (Aye: Misakian and Worth; No: Anderson, Cabanero, Dabbs, Erteschik, Filek, Finley, Henski, D. Jacob, K. Jacob, Merz, Howard, and Snater; Abstain: none) [1:31:40].



Initial Legislation Action Discussion - [1:33:18]:

Snater left the meeting at 7:37 p.m. resulting in 13 members in attendance.

Henski left the meeting at 7:40 p.m. resulting in 12 members in attendance.

Crime and Criminal Prosecution: SB2347 and HB2252 - [1:39:47]: Discussion followed.

[1:46:27] - K. Jacob MOVED and Cabanero SECONDED to support the concept of SB2347 and HB2252. Hearing no further questions or comments, the Board conducted a roll call vote. The motion WAS ADOPTED. 10-1-0 (Aye: Anderson, Cabanero, Dabbs, Erteschik, Filek, Finley, D. Jacob, K. Jacob, Merz, and Misakian; No: Worth; Abstain: none) - [1:47:13].

Condominiums: SB2727, HB2036, and SB2404 - [1:48:31]: Discussion followed. Vote postponed to next month's agenda.

Cannabis: HB2660 and SB3335 - [1:54:25]: Discussion followed.

[2:06:18] - D. Jacob MOVED and K. Jacob SECONDED to support the concept of legalizing cannabis. Upon hearing no further questions or comments, the Board conducted a roll call vote. The motion WAS NOT ADOPTED. 6-6-0 (Aye: Dabbs, Erteschik, Filek, D. Jacob, K. Jacob, and Merz; No: Anderson, Cabanero, Finley, Misakian, Howard, and Worth; Abstain: none) - [2:08:32].

Noise: HB2065, SB2889, HB2251, SB2350, HB2804, and SB3011 - [2:10:48]: Discussion followed.

[2:12:13] - D. Jacob MOVED and K. Jacob SECONDED to support the concept of noise bills; HB2065, SB2889, HB2251, SB2350, HB2804, and SB3011. Hearing no further questions or comments, the Board conducted a roll call vote. The motion WAS ADOPTED. 11-1-0 (Aye: Anderson Cabanero, Dabbs, Erteschik, Filek, Finley, D. Jacob, K. Jacob, Merz, Misakian, and Howard; No: Worth; Abstain: none) - [2:12:36].

Permitted Interaction Group (PIG) Waikiki Street Closure Events Report - [2:14:01]: Misakian reported that a survey was distributed on Sunday, November 12, 2023 4:30 p.m. to 8:00 p.m., the day after the Kalakaua Street Festival, to business and residents coupled with random sampling throughout the month. Based on the survey's results, overall preference for parades versus street festivals was split. No motion to accept the PIG report was made therefore Chair Finley requested additional data including the impact on Waikiki residents who drive from 2:00 p.m. until midnight.
