I. CALL TO ORDER - [0:00:24]: 6:03 p.m.

Chair Bob Finley called the meeting to order at 6:03 p.m. Quorum was established with 16 members present. Note - This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

• December 2023 Statistics: two (2) nuisances; fifteen (15) activated alarms, one hundred and ninety-two (192) medical, two (2) motor vehicle collisions with pedestrian, five (5) motor vehicle crashes/collisions, zero (0) mountain rescues, two (2) ocean rescues, and four (4) hazardous materials incidents.

• Safety Tips: Lithium-Ion Batteries. Lithium-ion batteries power many kinds of devices including: smart phones, laptops, e-scooters and e-bikes, e-cigarettes, smoke alarms, toys, and even cars. If not used correctly, or if damaged, these batteries can catch fires or explode. Always follow the manufacturer's instructions; charge devices in a cool area with good ventilation; e-scooters and e-bikes should be charged outdoors; and store batteries away from anything that can catch fire.

b. Honolulu Police Department (HPD) District 6 - [0:07:03]:

December 2023 Statistics: There was one (1) robbery, eight (8) burglaries, 127 thefts, 15 unauthorized entry into motor vehicle (UEMV), 34 assaults, five (5) sex crimes, seven (7) bike/skateboard on sidewalks, 23 speeding citations, 1,693 parking citations, nine (9) loud mufflers, 41 citations and four (4) arrests for park closures, and 4,417 total calls for service. c. Board of Water Supply (BWS) - [0:14:19]:

Dominic Dias provided the report, which can be found at:

Dias highlighted the following: no main breaks; no BWS Construction Projects; reminded everyone to conserve water for the New Year; check for leaks; replace old toilets with a WaterSense labeled model; and BWS is offering rebates for low flushing toilets and rain barrels.

III. CITIZENS CONCERNS NOT COVERED IN REGULAR AGENDA - [0:20:31]

Trash Pickup Noise Issue - [00:20:50]:

Resident Carlino Giampolo provided an update related to noise issues from early morning

trash pickup.

Crosswalk Safety - [0:25:09]:

Resident Rolf Nordahl raised concerns related to crosswalk safety. According to Nordahl, people were hit by a car while crossing Waikiki Grand Hotel and the Honolulu Zoo and signs were knocked down. He wants this topic to be put on the agenda for the next meeting and is

hoping to have someone from the Department of Transportation come and talk about

crosswalk safety.

Bill Completion Dates - [0:30:29]:

Resident John Deutzman provided an update on the draft bills: habitual violent misdemeanor law and the habitual property crime law. Deutzman raised concerns about the timing of requesting the Board's support for the bill since February or possibly March would be too late. Questions, comments, and concerns followed. [0:31:37]

Community Outreach Funds - [0:33:00]:

Secretary Worth reminded the Board that $1,000 Community Outreach Funds has a time limit

on the usage.

IV. PUBLIC EVENTS - [0:34:06]:

Chair Finley announced the following upcoming public events:

a. Dr. Martin Luther King Jr. Parade - Monday, January 15, 2024; 8:30 a.m. - 12:30 p.m.

b. Great Waikiki Festival - Saturday, January 21, 2024*; 2:00 p.m. - Midnight.

VI. ELECTED OFFICIALS OR OFFICIALS' REPRESENTATIVES - [0:34:42]

a. Mayor Rick Blangiardi's Representative - [0:34:46]:

No representative. Was revisited at a later time.

b. Council Chair Tommy Waters - [0:34:57]:

No representative. Was revisited at a later time.

c. Senator Sharon Moriwaki - [0:35:44]:

Senator Moriwaki provided her report, which can be found at:

Senator Moriwaki highlighted the following: 2024 Legislative Session began on January 17, 2024; requested that if anyone has any bills or ideas to send them along; working with Representative Tam on bills that affect our district; Department of Public Safety was split into (1) Department of Law Enforcement addressing consistent training and standards with Director Jordan Lowe who is also interested in community work (ex. Crisis Intervention Team, outreach workers for homeless, and Community Outreach Court) and (2) Department of Corrections and Rehabilitation with programs such as job training and housing; looking at the Executive Budget; minimum wage increased to $14 on Monday, January 1, 2024; John Mizuno is now Homeless Coordinator; and there is a new schedule for the Waikiki Citizen Patrol.

d. Representative Adrian Tam's Representative - [0:52:08]:

Flora Samis via WebEx provided the report and highlighted the following: the Legislative season is upon us so if there are suggestions on bill ideas, please send it to Representative Tam; currently working on bills related to mental health, help criminalize and support the opioid crisis; and capital improvements projects.

a. Mayor Rick Blangiardi's Representative - [0:58:22]:

Director Nola Miyasaki provided the report and follow-ups responses to concerns raised previously. The mayor's monthly newsletter can be found at: https://drive.google.com/file/d/1BvuyLJgl_xm-w66fmvJvF2a7rgIxQalL/view?usp=drive_link. Miyasaki highlighted the following: 101,000,000 gallons of wastewater treated per day; 420,000 rounds of golf at muni golf courses; renewed 88,407 drivers licenses; close to 3,500 new hires in the Department of Human Resources; reduced by 50% the number of days to get hired to 89 days; and for 2024 Blangiardi will continue his priorities to public safety.

b. Council Chair Tommy Waters - [1:19:53]:

Council Chair Waters highlighted the following: budget season and waiting for the Mayor and Administration to submit their budget; requested ideas for capital improvement projects to include in the budget; interested in a creative, artistic replacement for the non-functioning monument on the corner of Kapahulu and Ala Wai and requested adding to next Board agenda; Committee Week and hearing bills including an amended agreement regarding the Rail ending in Kaka`ako; should we use the American Rescue Plan to pay for Hazard Pay; hearing of Bill 63 at the Parks Committee regarding beach boy concessions; hearing with the Honolulu Police Department on Thursday at 2:30 p.m**. [**AMENDMENT at 1:33:46, correct time of hearing is 10:30 a.m.] asking HPD to be more communicative; nothing new to report on 1650 Ala Wai Avenue; and waiting for finalization of a new Amplified Sound Bill and almost done with the Parade and Street Festival Bill.

VII. WAIKIKI IMPROVEMENT ASSOCIATION - [1:49:00]

Rick Egged: Egged reported that the Army had set aside money to fix Kalia Road and is currently in the design phase.

VIII. BOARD BUSINESS - [1:52:35]

a. Iwilei Resource Center for Adult Heath - [1:53:03]:

The city building, Iwilei Resource Center, is being leased to the State to open up a behavioral health crisis center. Its purpose is to more effectively triage patients with psychiatric or substance abuse issues by allowing law enforcement to drop off at this crisis center instead of a psychiatric emergency room. This will help the client get faster and more friendly care while cutting down costs. The location is 806 Iwilei Road and mid-February 2024 is the targeted open date. Anton Krucky, director of Honolulu's Department of Community Services, reported that over the last two (2) years, over 300 families and 850 people (mostly women and children) were housed. The remaining homeless population have a lot of mental illness,

single males, and drug use kinds of facilities for stabilization and housing.

b. 2024 Hawai`i Legislature, Permitted Interaction Group (PIG) - [2:04:02]:

Treasurer Daniel Jacob requested the creation of a Permitted Interaction Group on legislation as the current procedures do not allow for due diligence. Having a PIG will allow more board members (more than two but less than a quorum) to: be involved without violating the Sunshine Law; consistently monitor legislation; address timeliness issues; and relieve the amount of work for Chair Finley and Vice Chair Erteschik. Due to agenda item's current posting insufficiency per conversations with the Office of Information Practices (OIP), Treasurer D. Jacob requested that Chair Finley allow the item to come back next month with a little more clarity and to work together in writing the proposed process. Chair Finley agreed.

c. Resolution Regarding the Proposed Ala Wai Pedestrian Bridge - [2:13:21]:

Misakian MOVED and Worth SECONDED to approve the Resolution to Request a Full Environmental Impact Study (EIS) for the Proposed Ala Wai Canal Pedestrian Bridge (At University Avenue and Kalaimoku Street) as written. - [2:16:56]

Laura Ruby (Ala WaI Neighbors) and Professor Emeritus Luciano Minerbi (Department of Urban and Regional Planning) presented an explanation of the resolution. [2:17:46]
