I. CALL TO ORDER - [0:00:00]: 6:00p.m.

Chair Robert Finley called the meeting to order at 6:00 p.m. A quorum was established with 13 members present. Note: This 17-member Board requires nine (9) members to establish quorum to take official board action.

Board Members Present:, Robert Boyack, Shotaro Dabbs, Louis Erteschik, Melissa Filek, Robert Finley, Daniel Jacob, Ken Jacob, Jeff Merz, Greg Misakian, Chad Snater, Sarah Worth, Lisa Cabanero, Kathryn Henski, and Jomel Duldulao (6:18p.m.).

Board Members Absent: Michael Brown, Jillian Anderson, and John Nigro.

Initial Convening Procedures Continued - [0:00:41]: Finley continued initial convening procedures by asking for nominations for the Treasurer.

Election of Officers - Treasurer - [0:00:43]: [0:01:20] Henski moved and Worth seconded to nominate Jacob - Daniel as Treasurer. Hearing no other nominations, the board conducted a roll call vote. Jacob - Daniel was elected Treasurer; 12-0-1 (Jacob-Daniel: Boyack, Cabanero, Dabbs, Erteschik, Filek, Finley, Henski, Jacob - Daniel, Jacob - Ken, Merz, Misakian, and Snater; Abstain: Worth) - [0:02:14].

Meeting Date/Time/Place/Rules of Speaking - [0:03:42]: [0:04:27] Jacob - Daniel moved and Henski seconded to keep the meeting date/time/place the same was adopted by a raise hand vote 13-0-0 (Yes: Boyack, Cabanero, Dabbs, Erteschik, Filek, Finley, Henski, Jacob - Daniel, Jacob - Ken, Merz, Misakian, Snater, and Worth; Abstain: None) - [0:04:48].

Rules of Speaking - [0:04:54]: [0:05:05] Worth stated per the Office of Informational Practices (OIP) to recommend the rules of speaking be changed to 3 minutes instead of 2 minutes. [0:08:25] Henski moved to keep the Rules of Speaking time at 2 minutes. [0:08:37] Jacob - Ken requested to split the difference and revise the time to 2 minutes. [0:10:52] Henski moved and Filek seconded to keep the Rules of Speaking time at 2 mins failed 8-5-0 (Yes: Boyack, Cabanero, Henski, Filek, Finley, Erteschik, Dabbs, and Merz. No: Worth, Misakian, Snater, Jacob - Daniel, Jacob - Ken. Abstain: None). [0:12:08] by raise hand vote, the board adopted the Rules of Speaking time at 2 minutes 13-0-0 (Yes: Boyack, Cabanero, Dabbs, Erteschik, Filek, Finley, Henski, Jacob - Daniel, Jacob - Ken, Merz, Misakian, Snater, and Worth; Abstain: None).

[0:12:29] Finley called for a recess for the Waik k Neighborhood Board Group Picture.

[0:14:29] Finley called the meeting back to order.

II. CITY MONTHLY REPORTS - [0:14:40].

Honolulu Fire Department (HFD) - [0:14:43]: Captain Bellis gave the following report: The HFD report can be found at: https://drive.google.com/drive/folders/1WMnKu3WzjbYiECztBeUSn5mSXx5xnhYz.

• July 2023: 1 Structure, 1 nuisance, 1 cooking, 30 activated alarms, 222 medical calls, 3 motor vehicle crash/collisions, and 2 ocrean rescues.

• Safety Tip: Fire and Fall prevention safety tips were provided. For more information visit www.fire.honolulu.gov.

At 6:18p.m. Duldulao arrived to the meeting. Total of 14 members Present.

Honolulu Police Department (HPD) District 6 - [0:18:50]: Lieutenant Komoda gave the following report: The HPD report can be found at: https://drive.google.com/drive/folders/1WMnKu3WzjbYiECztBeUSn5mSXx5xnhYz.

• July/June 2023: Robbery: 2/4; burglary: 17/12; theft: 182/171; Unauthorized Entry into Motor Vehicle (UEMV): 9/14; assault: 48/39; sex crimes: 4/6

o Citations: Bike/skateboard on sidewalk: 21/29; speeding: 26/13; parking: 2,333/1,960; loud muffler: 29/15; and park closures: 114/112.

o Arrests: Park Closures: 9/15

Neighborhood Commission Office Updates - [0:23:50]: NA Smith-Kauhane gave an updated report regarding a new Waik k google drive, YouTube of the monthly nighborhood baord meetings, and changes in the minutes format. IV. APPLICATIONS FOR LIQUOR LICENSES - [0:27:40]. Applications for Liquor Licenses for the month of August 2023 are listed on the agenda.

V. ELECTED OFFICIALS AND OTHERS - [0:28:21].

Mayor's Rick Blangiardi s Representative - NOLA MIYASAKI - [0:28:43]: The Mayor's report can be found at:

Miyasaki highlighted the agreement with Matt Levi Security to provide specialized security to enhance public safety along K hio Beach; the Skyline s first month ridership; and Affordable Housing in Honolulu. Miyasaki also gave updated responses to last month s Mayor s concerns.

Council Member - TOMMY WATERS - [2:10:27]: Fisher informed the Board Waters is under the weather and is not able to attend tonight;s meeting. His monthly report can be found at: https://drive.google.com/drive/folders/1WMnKu3WzjbYiECztBeUSn5mSXx5xnhYz.

Fisher gave Waters report highlighting an update on the Kaimana Beach Shower Project should be done by September 2023 and Waters met with the Waik k Improvment Association (WIA) regarding the amount of festivals happening in Waik k . Due to Waters not being able to attend the meeting, Fisher let the board know he is working on the legislature side to work on the festivals.

Updates on HRO section 15-24020 to Reduce the Number of Event in Waik k - [0:57:44]: Egged from the Waik k Improvement Association (WIA) spoke on the matter of reducing the amount of street festivals that happen annually in Waik k . This does not include the 14 Legacy, 2-3 First Amendment, and 5 Mayoral Waiver events. Currently, there are 12 street events annually the ordinance is to reduce the 12 to 3 annually.

[1:10:25] Henski moved and Jacob - Daniel seconded to Support Chair Waters to Update HRO Section 15-24020 to Reduce the Number of Events from 12 to 3 in Paragraph (3)(8) Failed 5-2-7: Yes (Dabbs, Finley, Henski, Jacob - Daniel, Jacob - Ken); No (Duldulao, Worth); Abstain (Boyack, Cabanero, Erteschik, Filek, Merz, Misakian, Snater) [1:30:15] .

[1:30:29] Misakian moved and Worth seconded to Create a Permitted Action Group (PIG) to Research the HRO Section 15-24020 to Reduce the Number of Events in Paragraph (3)(8) was Adopted 9-5-0: Yes (Dabbs, Worth, Erteschik, Filek, Jacob - Ken, Jacob - Daniel, Snater, Misakian, and Duldulao); No (Finley, Boyack, Merz, Cabanero, and Henski); Abstain (None). Worth agreed to be Chair the PIG. [1:38:16].

[1:39:18] Finley announced to the Board and the Public he will put the PIG Item on the next agenda to vote for the persons in this group.

Senator - SHARON MORIWAKI - [1:40:06]: Moriwaki is off island so her representative Izumoto gave her monthly report. Her monthly report can be found at: https://drive.google.com/drive/folders/1WMnKu3WzjbYiECztBeUSn5mSXx5xnhYz. Izumoto highlighted the re-examination of Ala Moana & Hobron Intersection.

Representative - ADRIAN TAM - [1:42:05]: Tam gave his monthly report. His monthly report can be found at: https://drive.google.com/drive/folders/1WMnKu3WzjbYiECztBeUSn5mSXx5xnhYz. Tam highlighted all the bills that have been passed in Legislation have either been made law or vetoed. He gave an update regarding concerns with the houseless along the Ala Wai Promenade behind the convention center. Tam and Moriwaki are looking into a Town Hall in the near future.

Governors Representative - WILLIAM OKU - [1:54:38]: No representative present. No report. The Governor's monthly report can be found at: https://drive.google.com/drive/folders/1WMnKu3WzjbYiECztBeUSn5mSXx5xnhYz.

Waik k Improvement Association - RICK EGGED - [1:54:49]: Rick Egged gave his monthly report. Egged highlighted the closure of K hi Beach Park will change from 12:00a.m. - 2:00a.m. to 12:00a.m. - 5:00a.m. and other events that are going on in the Waik k community in the month of August.

VI. APPROVAL OF MINUTES - [1:58:27].

Approval of Minutes - July 11, 2023 was adopted as written with revisions [1:58:30].

VII. BOARD BUSINESS - [1:59:29]:

K lia Cultural Entertainment Venue, 2055 Kal kaua Ave. - [2:02:40]: This report can be found at: https://drive.google.com/drive/folders/1WMnKu3WzjbYiECztBeUSn5mSXx5xnhYz. Keola Cheng from planning department of the Wilson-Okamoto Group gave a presentation on the K lia Cultural Entertainment Venue. This project is requesting a Special District (Major) Permit (SMA). Cheng gave an overview of the project site, description, and the processing requirements for the project. This location includes 2 TMK [1]2-6-006:001 and 004 which is approximately 0.66 Acres (28,750 SF).

[2:12:13] Merz Volunteered to look over the EA report and send a letter back to the Board with his recommendations.

[2:18:15] Filek moved and Boyack seconded pending the EA report to have member Merz look over the SMA Major Permit for the K lia Cultural Entertainment Venue was adopted 10-4-0: Yes (Finley, Erteschik, Cabanero, Merz, Boyack, Henski, Filek, Misakian, Duldulao, and Snater); No (Worth, Jacob - Daniel, Jacob - Ken, and Dabbs); Abstain (None).

Board Organization (Committees) - [2:20:27]: Worth requested to be put on next month's agenda due to time constraints. Worth commented concerns regarding the way the agenda is worded and the allotment of time each topic is discussed.

VIII. CITIZENS CONCERNS NOT COVERED IN REGULAR AGENDA - [2:32:19]: Due to time constraints this topic was postponed.
