Art in Public Places

Landscape paintings in progress, done with watercolors and oil pastels

Art at the Capitol

In preparation for the annual Art at the Capitol event, a group of state legislators took a landscape class at the Hawai`i State Art Museum. Based on the museum's Art Bento educational programming, legislators were guided through artwork observation, discussion, terminology, and techniques by teacher and artist Meleanna Meyer. After a brief tour of the galleries to look at landscapes, seascapes, and mindscapes, legislators did pencil sketches of the painting Waimea Canyon, Kauai by D. Howard Hitchcock (currently on view in the He Makana exhibit). They then used watercolors to paint an underlayer, and then crayon pastels over the watercolors. The finished works will be displayed during the Art at the Capitol event (Friday, April 7, 5:00 - 7:00 p.m.). Come and vote on your favorite artwork by a legislator for the Peoples' Choice Award!

Artists: Request for Qualifications (RFQ)

The Hawai'i State Foundation on Culture and the Arts (HSFCA) has posted a call seeking artists to submit qualifications for consideration for several commissioned works of art project sites within the Hawai'i State Department of Education.

Overview: This call is part of the Art in Public Places-Artists in Residence (APP-AIR) Program, which is a collaborative initiative between the Department of Education and the HSFCA. The program was established to implement an integrated visual arts in education program, while providing commissioned works of art in public schools.

Location: Various locations throughout the State of Hawai'i

Budget: $100,000 per project

Deadline to submit application: April 25, 2017 (11:59 PM Mountain Time)

The HSFCA urges visual artists to register with CaFÉ (callforentry.org), a website developed by the Western States Arts Federation (WESTAF) to facilitate calls for artists and artwork. The CaFÉ registration is free, secure, and offers access to visual arts opportunities nationwide.

The title of the call on CaFÉ is: 2017 APP HAWAII: Commissioned Works of Art for the Department of Education.

The site can be found at www.callforentry.org and provides information about CaFÉ, answers to FAQs, tech tips, image prep and a questions forum.

Examples of past APP-AIR projects include the following commissioned works of art:

Arts Education Opportunities

Artists in the Schools Grant Applications

The Hawai‘i State Foundation on Culture and the Arts (HSFCA) is now accepting Artists in the Schools (AITS) grant applications for the 2017-2018 school year. All public schools, including public charter schools, may apply for grants of up to $6,000 per school for artist residencies to be conducted during the 2017-2018 school year. Schools must contribute 10% of the grant amount received, in cash, towards residency expenses. AITS grants are meant to enhance a school's fine arts curriculum, not supplant it.

The AITS Program provides students with an engaging, creative and fun learning experience based on the Fine Arts standards through residencies with teaching artists from the Artistic Teaching Partners Roster (on our website: ATP Roster 2017-2018). Many of these artists integrate their art form with other core curriculum areas, such as language arts, math, social studies and science, meeting both Fine Arts and other core standards.

We are excited to announce a new category of AITS funding specifically for Neighbor Island schools that have an HSFCA Art in Public Places commissioned work of art on campus that was installed after 1993. The list of eligible schools is on our website, along with FAQs about this new pilot project: AITS Program

The application is due no later than May 2, 2017 at 4:00pm. For more information, please contact Vivien Lee at 586-0768 or vivien.lee@hawaii.gov.

SFCA and the National Endowment for the Arts

On March 16, 2017, President Trump submitted his administration's first budget request to Congress. The proposal calls for an elimination of all funding for the National Endowment for the Arts (NEA) in fiscal year 2018.

If this budget is enacted, the elimination of the NEA would have dire consequences for every state, including Hawai‘i. For a synopsis of what's at stake, please seeThe National Assembly of State Arts Agency's Statement on Proposed Elimination of the NEA.Click here to read a statement from Jane Chu, Chairman of the NEA.

In fiscal year 2016 the NEA awarded $85,000 in direct grants to individual Hawai‘i organizations and $669,400 granted directly to the State Foundation on Culture and the Arts for our annual state partnership agreement. Grants and services supported by NEA and state funds provide access to the arts, arts education, cultural heritage, and employment in communities across our state.

The proposed White House Budget is the first -- not the final -- step in the FY 2018 appropriations process. The President's request outlines his administration's policy priorities. However, Congress holds the constitutional authority to appropriate funds to federal agencies.

40% of the grant dollars appropriated to the NEA go to states and regions. These funds address state priorities. Rural and low-income areas would be disproportionally hurt by the elimination of the agency. At the SFCA, we define "rural areas" as everything outside of Honolulu, or most of the island of O‘ahu and all of the Neighbor Islands. These rural areas, low-income communities and schools would suffer disproportionately from reductions in government arts funding.

Here's how you can respond right now:

Thank you for supporting arts and culture in Hawai‘i!
